R87.2(1) (a) to (f) for NOC specific occupation only in Major Groups 72, 72, 82 and 92 and Minor Groups 632 and 633
R87.2(2) Economically establish in Canada but plan to reside outside of Quebec
R87.2(3) (a) Meet minimum language CLB 4 in reading & writing, CLB 5 speaking & listening
R87.2(3) (b) 2 yrs of full time or part-time skilled trade within the last 5 years prior to eAPR submission. Must been able to independently practice prior to beginning qualifying work
R87.2(3) (c) Must meet NOC Employment Requirements except for Trade Certification
R87.2(3) (d) Have an offer of employment under R186 or LMIA approved or exempt under R204(a) & (c) or R205 from at least 1 year after PR is issued or a Trade Certification(Canada)

Eligibility
- Is the easiest eligibility but that doesn’t mean it’s easy!
- Temporary Status – implied status counts, Refugee claimants in Canada have no ”status”, TRPs holders in Canada do have “status”
- Employment Status – Self employment and student work do not count.
Work
- 1yr CDN work, more than one NOC,NOC 0, a or B, paid, not continuous
- If prevailing wage stated on this LMIA is not met it is NOT qualifying work.
- Wages for open work permit holders should be “reasonable”
- Does not need to meet NOC “employment requirments”
Education
- There is no education requirement for this program.
Proof of Funds
- This class never requires settlement funds to qualify
